The bulk
of businesses in Texas today do not carry Workers’
Compensation Insurance. Although a complete legislative overhaul
of the system in 1989 and again in the mid-1990s promised to make premiums more affordable,
the price of this insurance is still prohibitive for most
businesses. In 2005 the system was again changed, this time
being moved to the Workers' Compensation Division of the Texas
Department of Insurance.
